James H. Jenkins has joined Stradley, Ronon, Stevens & Young L.L.P. as chief financial officer. Before joining the Philadelphia law firm, Jenkins was the chief financial officer of First Funds L.L.C., a specialty-finance company based in New York.

Comcast Spectacor L.P., Philadelphia, has named Russ Chandler executive vice president and chief financial officer. Chandler had been senior vice president of programming at Comcast Cable.

Hempstead & Co., a Haddonfield financial-consulting firm, said Charles Sapnas had been appointed a vice president of the firm. He heads the firm's life-sciences and technology-valuation practice.

Jeannette Trout has been promoted to vice president, operations at Razorfish Health, a Philadelphia unit of the marketing and media agency. Her previous title was director, operations.

Sovereign Bank said that John A. Allen had been hired as a senior vice president, senior retail district executive, based in Philadelphia. Allen previously was market president for Prince Georges/Eastern Maryland and director, vice president in branch distribution for Chevy Chase Bank.

Deana Calvelli has joined Buck Consultants, a Xerox company, as vice president of sales. She is based in the firm's Berwyn office. Calvelli had been sales director of large market/national accounts for Wachovia Retirement Services.

Montgomery County Community College said Thomas Freitag had been appointed vice president of administration and finance. Freitag had been chief financial officer and executive director of administration for the Graduate School of Education at the University of Pennsylvania.

PMA Cos. said Jack Aspen had been promoted to vice president of risk-control services at the Blue Bell risk-management services company. Aspen had been assistant vice president, risk-control services.

Citi Private Bank said Mark David Hasenauer had joined the company as senior vice president and private banker, based in Philadelphia. Hasenauer had been a vice president and private banker at Wells Fargo Private Bank in West Chester.

TD Bank N.A. has named James C. Williams the store manager of its store in Audubon, Montgomery County. He is an assistant vice president, responsible for new business development, consumer and business lending.

Avis Stewart Rueger has joined Citizens Bank as a vice president and senior business development officer in the Commercial Enterprise Banking division. Rueger has worked as a commercial lender for banks including First Fidelity Bank, Chemical Bank, and First Pennsylvania Bank.

Bruce E. Brooks & Associates, a Philadelphia mechanical and electrical engineering firm, has hired Dorothy J. Verdon as director of marketing and business development. She had been marketing leader with DLR Group, an architectural firm.

PMA Capital Corp., a Blue Bell workers' compensation insurance company, has promoted John M. Cochrane to chief financial officer. Cochrane had been interim chief financial officer since December and before that he was senior vice president of finance.

Alex Miller was promoted to QVC Inc.'s vice president of eCommerce and eMarketing. Miller, who joined the West Chester retailer in 2001, most recently was director of eMarketing.

PHH Mortgage Corp., Mount Laurel, has named William J. Steinmetz senior vice president for fulfillment operations. Steinmetz had been senior vice president of operations at Aurora Bank in St. Louis, where he managed retail-loan operations.

James Hogan has joined New Century Bank, of Phoenixville, which operates as Customers USA Bank, as executive vice president and director of enterprise risk management. Hogan was chief financial officer at Sovereign Bancorp Inc. from April 2001 to April 2005.

Wilmington Trust Corp. has hired Robert P. Gehring as vice president and head of its credit risk-management division. Gehring was most recently at Peninsula Bank in Englewood, Fla., where he was recruited to restructure credit policies and procedures.

The Bank, a Mount Laurel subsidiary of Fulton Financial Corp., has named Kathleen E. Stucy as executive vice president and senior credit officer. Stucy was most recently senior vice president for operations and financial services at the New Jersey Economic Development Authority in Trenton.

Catherine A. Milioti has joined Citizens Bank as a senior vice president and new-business sales manager in the commercial-enterprise-banking division. Milioti was a vice president and senior client manager at Bank of America Corp.

Citizens Bank also hired Celeste O'Connor Clancy as a vice president in the commercial-enterprise-banking division. Before she spent several years raising her children, Clancy began working in 1983 for Philadelphia National Bank, and she became a vice president in London and Philadelphia before leaving what became CoreStates in 1995.

Mark David Hasenauer has joined Citi Private Bank in Philadelphia as senior vice president and private banker from Wells Fargo Private Bank in West Chester, where he was a vice president and private banker.

James J. Sullivan has been named vice president and financial adviser in Fulton Financial Advisors' Brokerage Department. Sullivan had been an assistant vice president and financial adviser at Merrill Lynch & Co. Inc.

Daniel M. Carson has been hired by Urban Engineers Inc., Philadelphia, as cost-estimating practice leader. Carson previously was proprietor of his own firm, Daniel Carson Consulting Engineer, in Framingham, Mass., and president and senior project manager for DMC Engineering Inc.

The Eastern Montgomery County Chamber of Commerce named Kent Keith to its board. He is a financial adviser at Morgan Stanley Smith Barney, Blue Bell.

Butvydas Bard is chief executive officer and president of AI Technology L.L.C. and a business consultant since 1985. Dutton is vice president and senior community development officer at Wachovia Corp., Philadelphia. Emerson is founder, president, and CEO of Quintessence Multimedia and was a client of the PDP.

Thomas Queenan is associate vice president for treasury services at Temple University Health Systems, Philadelphia.

InfoLogix, Inc., a Hatboro provider of technology for business and clinical processes for health care and other sectors, has appointed Melvin L. Keating to its board. He will also serve as chairman of the audit committee. Keating was president and CEO of Alliance Semiconductor Corp.

Robert Bonner was elected to the MBA Roundtable board, a graduate education think tank, dedicated to curricular innovation. He is associate dean for graduate and executive programs at the Villanova School of Business.

PHH Corp., a Mount Laurel outsource provider of mortgage and vehicle fleet management services, has appointed Deborah M. Reif to its board. She most recently was CEO and president of the equipment services division of General Electric Co.

The Wistar Institute, a Philadelphia independent nonprofit biomedical research institute founded in 1892, has named Gail Walker Hearn and Milton S. Schneider to its board of trustees. Walker Hearn is a biology professor at Drexel University in Philadelphia and founder and director of the Bioko Biodiversity Protection Program. Schneider, an investor and residential and commercial real estate developer, is the founder and principal of The Glenville Group, Lafayette Hill.

World Class Greater Philadelphia, a program of the Economy League of Greater Philadelphia, has named Jane G. Pepper, Wendell E. Pritchett and Steven M. Altschuler cochairs. Pepper is retired president of the Pennsylvania Horticultural Society. Pritchett is chancellor of Rutgers University, Camden. Altschuler is president and CEO of Children's Hospital of Philadelphia.

Stuart W. Davidson, a partner at the Philadelphia union-side labor and employment law firm Willig, Williams & Davidson, has been elected chairman of the board of the American Friends of the Yitzhak Rabin Center.

Adelaine F. Williams has been elected president of the Independence Chapter of the Association of Legal Administrators, a professional association. She is chief operating officer of Kaplin Stewart, Blue Bell.
